A plausible explanation would lie in the fact that this study has been done with college students. I would argue that in Europe, college students are more immature than in the US basically because of the different education environment: In the US, college students are encouraged to develop more personal initiative from high school, to become more independent and proactive. In most countries in Europe, however, college students are still treated as first graders: they are told what they have to do, they do not need to develop any personal initiative at least until they reach postgraduate levels. Of course, there are other factors: in Europe, it is more common for college students to live at home instead of moving to a college dorm, and they also tend to live with their parents until later. All these factors I understand produce a lower incentive to mature as early as in the US.
